"Wie kann die Welt vor 70 Millionen Deutschen in Sicherheit leben?" Diese Frage stellte der britische Staatsminister Anthony Nutting in einem geheimen Strategiepapier während der Viermächte-Außenministerkonferenz in Berlin 1954. Für viele war die Teilung des Landes die Antwort auf diese Frage. Nicht so für den renommierten Zeithistoriker Rolf Steininger. Er hatte noch 1983 geschrieben: "Es muss heute und in Zukunft darum gehen, die deutsche Frage offenzuhalten; die Teilung des Landes kann und darf nicht die Lösung des deutschen Problems sein." In vielen seiner Arbeiten hat er sich in den vergangenen Jahren mit dieser "deutschen Frage" beschäftigt und sich dabei an das gehalten, was er 1983 geschrieben hatte. Der vorliegende Band ist so etwas wie die Summe dieser Arbeiten, ein "Lesebuch über Teilung und Einheit", ergänzt um Interviews, die er und Heribert Schwan in den Jahren 2006 bis 2008 für die ARD-Fernsehserie "Bonner Republik" geführt haben. Die Darstellung endet mit dem 3. Oktober 1990, dem Tag der Wiedervereinigung. Mit diesem Tag endete eine Phase der deutschen Geschichte und eine neue begann – mit neuen Problemen. Wer tiefer in das Thema einsteigen möchte, sei neben den im Anhang genannten Arbeiten Rolf Steiningers auch auf seine Website mit den Schwerpunktthemen Deutschland 1945–1949, Bonner Republik, Mauerbau/Mauerfall, Stalin-Note und Koreakrieg und seine diversen Fernsehdokumentationen hingewiesen.
